This appears to be consensual? Or at least tolerated? The first time my dog and cat met, he put his chin on the ground and wagged his tail. She hissed at him. In the 6 or so years we had them both, I don't think she got to like him any better than allowing him to be about 3 ft away without getting swatted at. He never stopped adoring her. Good luck!
